Armando joined HEART in 2016. He is a recognized housing professional with a broad range of experience in real estate development, finance, management and marketing. His background includes extensive consulting for government and non-profit agencies in the housing field. Boris Vatkin
Director, Housing Programs
Boris joined HEART in 2017 to help manage and grow HEART’s housing programs. Boris currently directs all of HEART’s housing programs. He also works with the Executive Director to develop the organization’s corporate and program strategy and in the the development of long-range programs. He has a background in real estate law and has worked in residential and commercial real estate, including for a Fortune 500 company. He holds a BS from the University of California, Berkeley, and a JD from Brooklyn Law School. [email protected]
Mac Hart
Program Manager
Mac joined HEART in 2022 as a Housing Preservation Project Manager. He has a background in commercial real estate brokerage, most recently advising affordable housing developers on zoning analysis and acquisition strategy in San Mateo County. Tim Davis
Director, Housing Consulting Services
Tim joined HEART in 2023, having recently moved to the Bay Area from Boston, Massachusetts, where he served as the Deputy Director for Policy Development & Research at the City of Boston Mayor’s Office of Housing. With nearly 30 years of experience working in housing, Tim has been engaged in a range of programs and issues including homebuyer initiatives, affordable housing development, inclusionary housing requirements, and affirmatively furthering fair housing. Tim holds a BA from Macalester College (St. Paul, MN), and an MPA from the Harvard Kennedy School of Government (Cambridge, MA). [email protected]
Alex Waggoner

Audrey Washington, Program Analyst
Audrey joined HEART in September 2024 as a Don Horsley Housing Fellow, and joined our permanent staff as a program analyst in March 2025. She brings experience in renewable energy development, heavy-duty trucking electrification, and community engagement. These roles have shaped her interest in urbanism and the ways we design and inhabit our communities. Audrey was drawn to HEART’s mission of expanding access to affordable housing for low- and moderate-income residents in San Mateo County. She holds a B.A. in Urban Studies from Stanford University.
